Yours is a very unusual reaction to magnesium.   Most people find it relaxes them tremendously and aids in sound sleep.  
First recommendation would be to cut back on the amount you are using per treatment.   Depending on what time of day  you are applying the oil, you may need to change the time of treatment.   Most people who have difficulty with sleep like to use magnesium in the evening before bedtime.  But you might not benefit from this. 
Not sure what else might be causing this but try cutting back by half the amount used and see it that helps.

		<description>Since starting the transdermal therapy I have found it more difficult to get to sleep at night,I seem to have too much energy. This goes against everything I have read. 

I have classic signs of deficiency and was also diagnosed with fibromyalgia in 2009. 

During the day I feel much calmer but at night my heart races and I can feel electrical activity in the heart area and my head. This along with having too much energy also prevents me from sleeping.

How can I be sure my electrolytes are balanced?

If your kidneys are well functioning most excess magnesxium will be excreted without causing problems. However some people can have toxic effects, especially if poor kidney functioning exists.  
Signs of excess magnesium can be similar to magnesium deficiency and include changes in mental status, nausea, diarrhea, appetite loss, muscle weakness, difficulty breathing, extremely low blood pressure, and irregular heartbeat
